How to access the shapes as a layer / path / fill ?
Select the custom shape tool and then decide whether to apply the shape as a shape layer or path or as a fill.
Use as a shape layer (click the first button) and you can apply layer effects / styles to the shape. You can also transform the design using the scale / rotate / warping / perspective transformations. The points can also be modified by the pen tools
Click the second and use as a path. The path can also be transformed and modified by the pen tools. The path can also be converted into (and back again) a selection. Use the selection to apply fills, apply effects, apply effects to the inverse selection and much more. The selection can also be transformed, a border applied, feathered and more. A stroke can be applied to the selection (as well as to the path)
Or click the fill button and apply the design to the background (or to a layer, you can then apply styles to the layer / shape)
Apply custom shapes as a 'stamp / spray'
There is, sadly, no spray / stamp (unless you count the brush stroke as a stamp / dab) feature native to Photoshop to emulate nozzles (Painter), tubes (Paint Shop Pro) etc. You can emulate a stamp / spray effect by setting the custom shapes options to apply as 'fixed size'. The size can be set to a particular value such as 100 px 100 px. Then just click the document / image at different locations to add a rapid succession of images. The size can be quickly changed to 50 50 or 200 200 etc. Change the color as well as the current shape as required.
